- Introduction:-
The Public Distribution System (PDS) is a medium to make selected essential commodities available at subsidized rates to eligible families below the poverty line and those in remote areas of the district. PDS is jointly administered by the Central and State Governments. It is crucial that all citizens are aware of this scheme. Effective and transparent implementation also requires public participation.
To ensure citizens know about various public-oriented services provided by this department, their eligibility criteria, timelines, and grievance-redressal mechanisms, the following information is being displayed. This is expected to make administration more citizen-centric, transparent, and stronger. While carrying out key functions supply of essential commodities and enforcement of consumer protection laws citizen participation will be beneficial. With modern technology and computerization, the government aims to make PDS more effective, efficient, and capable; coupled with direct citizen participation, the system will become people-oriented, responsive, and dynamic.

Through the Department of Food, Civil Supplies and Consumer Protection, the Public Distribution System is implemented to provide essential commodities at fair prices and in specified quantities.
District-Level Administrative Structure

- Targeted Public Distribution System (TPDS):-
To bring greater transparency at all levels of the Targeted Public Distribution System and to ensure that food grains reach the beneficiaries regularly and within the stipulated time, transportation is carried out in the following stages:First Stage: From the Food Corporation of India (FCI) base depot → to Government Food Godown Second Stage: From Government Food Godown → to Fair Price Shops Direct Transportation (Direct Movement): From the Food Corporation of India (FCI) base depot → directly to Fair Price Shops
Transport Stages
To enhance transparency at all stages and ensure timely supply to beneficiaries:
- Stage 1: FCI base depots → Government godowns
- Stage 2: Government godowns → Fair Price Shops (FPS)
- Direct: FCI base depots → FPS
Transportation is carried out at government expense through contracted transporters.

In exercise of the powers conferred by sub-section (१) of section ३ of the Maharashtra Right to Public Services Act, २०१५ (No.३१ of २०१५), and in supersede of the Government Notification, Food, Civil Supplies and Consumer Protection Department, No. Misc.१०१४/1306/ Letter NO – 176/Napu-12, dated the 14 October, 2015, the Food, Civil Supplies and Consumer Protection Department, hereby notifies the Designated Officer, First Appellate Authority and Second Appellate Authority, for the purposes of the said Act, to be provided to eligible persons by the subordinate authorities of the Food, Civil Supplies and Consumer Protection Department, the public services specified in column (2) of the Schedule annexed hereto and the specified time limit for providing such public services as specified in columns (3), (4), (5) and (6) respectively of the said Schedule.

Schemes under the Supply Department
- Priority Households Scheme (PHH):-
From 1St February 2014, the National Food Security Act (NFSA) has been implemented in the State. Beneficiaries are categorized into Antyodaya and Priority groups. Each beneficiary in the Priority group receives 5 kg of foodgrains per person per month.
For selecting beneficiaries under NFSA, the Government Resolution dated 17.12.2013 decided that among beneficiaries availing benefits under Targeted PDS (B-1) who had declared their annual family income in the prescribed format in 2011, those with annual family income up to ₹59,000 in urban areas and up to ₹44,000 in rural areas be included as eligible beneficiaries. On the first page of the Orange Ration Cards of such beneficiaries, in the upper right corner, a stamp stating “Priority Household Beneficiary” has been affixed.
- Antyodaya Anna Yojana (AAY):-
From 01.05.2001, foodgrains have been supplied under this scheme to the poorest families. Identified categories include: widows; infirm/chronically ill persons; persons with disabilities; persons aged 60 years or above; single women; unmarried men without any social support or means of livelihood. All primitive tribal families have been prioritized.
Additionally, families in the following categories are identified for foodgrain entitlement: landless agricultural labourers; marginal farmers; rural artisans/craftsmen (e.g., potters, cobblers, weavers, blacksmiths, carpenters); slum-dwellers; porters/coolies; rickshaw pullers; persons in informal sectors earning daily livelihood, cart pullers, fruit/flower vendors, snake-friends (sarpa-mitra), rag-pickers, cobblers, destitute persons and other similar categories in both rural and urban areas. By circular dated 11.09.2009, the Government instructed priority issuance of AAY ration cards to HIV/AIDS-affected persons and persons affected by leprosy; those whose names are in the BPL list are also to be included.
- Shiv Bhojan Scheme:-
To provide meals at subsidized rates to the poor and needy, the State Government launched the Shiv Bhojan Scheme from 26.01.2020 (as per GR dated 01 January 2020). A Shiv Bhojan thali includes 2 chapatis, 1 bowl of sabzi, 1 bowl of dal, and 1 mound/bowl of rice. The “Shiv Bhojan Application” has been developed and is used for distribution. Before serving, name and photo of the beneficiary are mandatory (phone number is optional). The app also allows centre operators to publish the daily menu.

- Fortified Rice (Nutrient-Enriched Rice):-
To address widespread anaemia, Fortified Rice Kernels (FRK) made from rice flour and enriched with iron, folic acid, and vitamin B12—are blended with regular rice at a ratio of 1 (FRK) : 100 (rice) for distribution under PDS. As per letter dated 18 April 2022, the Government of India approved distribution of fortified rice to PDS beneficiaries with 100% Central financial assistance.
For procurement season 2024-25, two agencies are operating in Thane district for milling of paddy procured from farmers: District Marketing Officer and Regional Manager, Maharashtra Tribal Development Corporation Ltd., Jawhar.
- Minimum Support Price (MSP):-
The MSP procurement scheme is a Central Government scheme for farmers’ welfare. The Centre announces MSPs for various crops. To ensure farmers benefit and do not have to sell below MSP (distress sale), the State procures FAQ-grade paddy/coarse grains. In Maharashtra, Food Corporation of India (FCI) acts as the nodal agency. Implementation is done through two agencies on FCI’s behalf: Maharashtra State Cooperative Marketing Federation, Mumbai (non-tribal areas) and Maharashtra State Cooperative Tribal Development Corporation, Nashik (tribal areas).
